It's not to avoid lawsuits, its because carriers are offering a free switch to any phone. Samsung see's it and wants to keep you as a customer so they have to do something.

Anything with a battery can do this, it's only if an unusually high percentage of them do that it's a problem. The N7 is clearly flawed in that regard.
